Farmers fear repeat of fertilizer scam in 2013 polls
A P2.38-billion allocation in the proposed budget of the Department of Agriculture was questioned by a militant peasant group today warning that “the multi-billion allocation would be used as an election seed fund” for President Aquino’s allies for next year’s elections and “for counter-insurgency.”
“The P1-billion ‘quick response fund’ and the P1.38-billion Payapa and Masaganang Pamayanan (Pamana) Program are new items in the agriculture budget and are highly questionable especially that next year is an election year,” says Kilusang Magbubukid ng Pilipinas spokesperson Antonio Flores.
Flores warned that the “P1 billion ‘quick response’ allocation could be used as a seed fund for the election of Aquino’s allies.”
“The Filipino peasantry are yet to attain justice from the plunder of the P728 million fertilizer fund scam in 2004 and here comes another highly dubious and lump sum allocation to the tune of P1-billion,” Flores said.
The KMP leader added that “the P1 billion quick response fund allocation was divided into two P500 million allocations.”
“It is also puzzles us that an allocation supposedly for quick response was slashed with a P350-million MOOE (miscellaneous and other operating expense) and only P150-million left for capital outlay,” Flores said adding, “obviously, this P350-million for MOOE slashed from the QRF is a duplicity and is very vulnerable to corruption.”
“It appears that the agriculture budget is now the favorite cash cow of corrupt bureaucrats for the elections,” the peasant leader said.
The KMP also assailed the P1.38 billion allocation for the PAMANA saying “the Aquino government is DA and its programs are part of the counter-insurgency program Oplan Bayanihan.”
“The inclusion of a P1.38 billion counter-insurgency budget shows that the agriculture department’s programs are now directed at Oplan Bayanihan’s deception and violence against farmers and the rural poor,” Flores said. #
